Personally, I am the person who has the problem about this. It's very hard for me to reject someone too. So, from my experience, you have to tell that person with your good reason and polite words. The important thing is you have to make be as clear as possible.

I would say straight-forward sometimes,
but I always give them with my personal reason
that why I have to deny.

I think reject someone is never easy and nicely.
If I rejecting someone, I will just say no and give reasons.
Everybody always needs an explanation after they are rejected.
Don't do the bad habit by rejecting someone.

You just say something like, "Sorry, I'm not interested." or "No." If you want to be extra gentle about it, you can say something like, "I'm flattered, but not interested.", "No, thank you.", or "Thank you for asking, but I'm not interested." If they push for anything beyond that, they are the ones being rude.
